I am unable to send and receive text messages

My phone number is XXXXX XXXX65 and when i send a text message, it is not received by the recipient despite it saying it's sent and even logs on the system as a used text. From another device, this phone is unable to receive any text i try to send to it. It used to work, can someone help?
