cellular data not allowed

iphone8 plus, went from free service to premium service,since no cellular connection made.no text or calls or internet, was told apn, but instructions show mobile data not listed in phone either hidden or not available ,was working with free service? tried uninstalling app, turning off wifi,and cellular on, tried lte and 4g no resullts?
