Account charge refund request

hello: The system charge me $4 for new-service plan from my credit card, I think it should charge from my Top-up Credit balance first. Please refund the remaining $19.98 to my credit card if it need to charge the monthly service fee from my card. I have switch from free service to essential-service already.
