Account suspended due to billing issue

my phone number is XXX-XXX-1557.
My previous visa card was expired which was used in my billing information. Then my sim card was suspended due to this reason.
However, when I updated my billing information with my new visa card, this is an "unforeseen technique issue" and my account is still inactive. Could you help me to active it.
