Call Not acceptable here

My phone plan is unlimited call/txt, 5gb/month. It's an annual plan bought from Bestbuy. Due to stay-at-home order, I didn't use the phone for quite a long time. It becomes dormant. Then I reactivate but still can't place a call. Reason is "Call Not acceptable here". My phone is iPhone 6plus.

Can someone help solve this issue? Thanks.
