Cell service is not activated

I just purchased a plan, installed the SIM card and set up the phone. I can text and call using the app over wifi, but the cell service is not active, so I cannot use the phone when out of the house. The phone still shows AT&T bars but I unlocked the phone and no AT&T service. I don't know how to fix this problem.
