Unable to send texts to non-FreedomPop phones

Strange problem: I have 2 FreedomPop LTS SIMS: one in an iPhone (latest iOS 14.0) and another Android 10.0. I can send and receive texts between these 2 phone with no problem. Both can also receive texts from a "normal" cellphone or from Google Voice. But when I attempt to send texts from the FP phones to a non-FP recipient, the texts show up as sent on the FP phones (and in the FP account usage) but they never show up at the non-FL recipient. The same problem occurs whether the FP phones use wifi or cell data.
I can make and receive calls between any combination with no problem. I have tried reinstalling the FP app on both phone but no change. I only noticed this problem yesterday but I rarely use the FP phones for text, so I am unsure when it started. Any suggestions?
