Iphone 5S using cellular for phone calls and not Wifi

My Iphone 5S is using cellular for phone calls and not wifi even though it is connected to wifi. Used up all my cell minutes and now being charged for cell minutes. During the course of researching this, in my phone menu there is no heading that says enable wifi calling. This needs to be enabled by the phone carrier , can you please help?
