"Registering for push notifications"

I have the same problem as this one: https://support.freedompop.com/hc/en-us/community/posts/360046666254-messaging-fails-to-start 

When transferring my FreedomPop SIM to a new phone, it hangs at "registering for push notifications" for about 25 minutes, it never gets to the messaging app.
