Someone (I don't know) has the same phone number as my fp's number

I tried to make a call to my fp number. No one picked up. My phone that has that fp number has no response.
Then I got a text from the a person, complaining why I kept calling him? The reason ended up he has the same number as mine???
Can I change to a different number?
