Cannot Connect To Server

I keep trying to send and receive Text Messages and send and receive Phone calls and keeps indicating
"General Error- Oops, there was an error trying to communicate with the server. Please try again later" Option Buttons = Emergency Text or OK
It keeps doing it-- What do I do to fix connection so that I can use the phone to call and to text with??
