Can't get call from Alaska, but receive calls from Texas?

I'm in Texas and I'm able to receive calls from people in Texas, and I can receive calls from Pennsylvania, but a call from my sister in Alaska, she can't get through to me. Why is that?

Just to make sure we're on the same page, would you be so kind as to confirm the last four digits of the ICCID number of the device in question.
Also please, can you confirm if when your sister attempts to make a call to you hears/sees an error message, if this is the case could you please let us know what it says by sending a screenshot?
Has your sister tried to call from different phone numbers, or just one? If she has tried using just one phone number, can you please ask her to attempt to make a call from another number and verify if the issue persists.
