Unable to receive incoming calls.

I am not able to receive incoming calls. For the first time, it is going straight to voicemail which is not setup in my phone. If the caller calls for the 2nd time, I am able to receive the call. I am using iPhone and have tried the steps mentioned in the following link:

There was no option of incoming calls "Receive call Via" in my Call Settings as was mentioned in the above link.
I want this issue to be fixed. Please help.
