WiFi Calling (Voice over WiFi) enabled but my minutes/texts get depleted anyway

I have WiFi calling enabled (called customer service to set it up and also made it my preferred choice in my phone's settings) but my minutes/texts get depleted anyway. Just received a text tonight and I saw how my balance shrunk from 10 to 9 texts. Please can somebody look into that.

I am using Android 9.
