My phone can't make calls or receive calls.

I tried to make a call after my monthly renewal for April but it seems to call out but no dial tone and the number calling doesn't ring at all. I also tried to call to the mobile number but no ringing from the mobile as well....
What can I do to find the issue? I opened two tickets for a week, but it is still saying "open" on the status....
Hope someone can assist to resolve this issue.
